Style-wise this could have been an early vbulletin-version, but I really don't know .

Could've even been phpBB, looking at some of it. Gonna be pretty impossible to work out though, you'd need someone who knows to say for sure.

The forum software back then was VBulletin. But that image is the "Front Page". I'm not sure what software TF was using for that back then.
