I could probably by some country for $400 billion dollars and make myself ruler. :p

I seriously don't know what I would do with that much money.

I think he meant if you could control U.S. Department of Defence spending. If I actually had the money, well in a few months you'd all be crushed under m iron fist!

The Department of Defence could buy out a country and incorporate it into the United States :p. Or they would probably spend it on more cruise missles to replace the ones they dropped on Saddam.
