I'm trying to extort all Zara's gold and I can't figure out why it won't let me. I don't have a peace treaty with him; it won't even bring it up.

I opened the save in the latest BUG, and it works fine.

When does it fail? Can you bring up the diplo window for Zara? Can you add to the trade window? What specifically happens?

What version of BUG are you running? I suggest upgrading to the SVN version. We'll also be doing a standard release pretty soon (week or two?) if you want to wait for a real installer instead of a ZIP.
