What's the difference between a modpack, map and scenario?

mod-rules changes, player starts out like a normal civ 3 game

scenario-rules changes, cities, units, etc already on map

map-just a new map with default rules

Scenario wouldn't necessarily have to have rules changes though. But a Scenario would have one or more of those things listed by Clam I Am already on the map at the start.

American Civil War Scenario is a scenario.
