What's the percentage on the tech bar?

What does the percentage next to the turns to discover a technology mean? I can't seem to find this anywhere (pedia, these forums, reference folder).

It's your current bonus or malus to the tech cost, IIRC.

It is a modifier so you discover techs around the same time as that tech was discovered IRL.

So it is a modifier on the price, not my tech speed (=less is better) ? Is it determined by year or by the number of AIs that have researched that tech?

But this isnt very logical, then techs should have a date in their description or somewhere to know. I thought also it refers to other civs, how many of them have it or not. I.e. france atart tech calendar. Its +75% . but they should know it already. They dont have it due to balance reasons. This year stuff is way to plain and simple to me. I am dissapointed.
