By the time you research railroad, your territory should be filled with improvements, meaning that all your workers have nothing else to do to improve your land. And when you do research it, your workers will have something to do again!

No they don't. AFAIK, only Mines and Lumbermills do.

Does the mine have to be connected to a city for the +1 production bonus or can you simply create a railroad on that tile and get the benefit?

No connection is required in order to get the bonus.
