When the AI accidentally brilliant

I'm starting to send my first wave of settlers forth on a Pangea map. I find the perfect spot to settle next to my capital, next to a river, access to iron, lots of crabs... when all of a sudden, France blocks my settler's path by positioning a chariot and warrior on jungle tiles so I can't get through. She then waits and never moves them. Grrr!
