Where are players given their starting explorer?

I'm trying to find where in the XML it indicates that players all start with explorers. I originally assumed it would be in Civilization_FreeUnits but that table is empty in BE. So I took a look at LateStartEffects but none of those seem to kick in until turn 5 so that seems unlikely. I've grep'd through the lua to see if any of it spawns in the explorer but I couldn't find anything.

I could just use lua to detect the starting explorer, kill it and spawn in my desired starting units but that seems needlessly complex.
