Where do mercenaries spawn?

I don't use mercenaries often, normally only when I'm either about to start an invasion which I don't have enough troops for or when I'm being invaded and am not ready for it. Now everytime I have hired mercenaries they all spawn in the same city, at first I presumed they were hired in the capital (Playing as Persia). But later playing as Rome my new mercenaries spawned in Athens. Now I assume it has something to do with the nationality of the mercenary, but I'm not sure seeing as they always seem to appear on the same tile (I normally hire lots at once).
So basically what determines where mercenaries spawn?

I never had mercenaries spawn anywhere else than my capital.

I assume Athens wasn't your capital at the time, with you playing Rome.

That's strange and maybe a bug.

An irritating bug, seeing as I needed those mercenaries for my invasion of Carthage and my galleys were in Rome.

Did you start as Greece and then switched to Rome?

It was altered some versions ago. Access http://rhye.civfanatics.net/wiki/index.php?title=Rhye's_and_Fall_of_Civilization_changelog to view the entire changelog. It says that "Mercenaries now spawn in your capital instead of a borderline city°°", in 1.182. Just a question, are you sure you are updated to 1.187? BtS 3.19 brings 1.181, but RFC has been upgraded some times since.
