They appear to be "AudioScript"s, whatever those are.

Check out ...\Steam\steamapps\common\sid meier's civilization v\assets\Sounds\XML\MinorCivSounds.xml and MinorsAudio2DScripts.xml.

I think they're in those packed files we can't access. Shame, we really need the ability to modify them.
