Where should we build Universal Suffrage?

In 2 turns, we can have Universal Suffrage built. Where do you think we should build it? Right now, our leader is in the center of the nation - Pensacola (which is just about connected by rails). Is there a sentimental favorite? An area you want to rush for culture?

Kyoto is currently building a palace prebuild, which I think we REALLY need for ToE. It could build improvements, but I think the benifits of ToE out weight the risk of not getting it. (Atleast with Hoover, we'll have a chance).
 
New PDX should have been moved a LONG time ago. (but that's another thread...)
 
Well, I see Horsa is sitting in Pensacola which will conveniently build a university next turn, just in time to queue up Universal Suffrage. Wait, wasn't Pensacola named by Veera? Oh, how fitting that we should have our female president rush universal suffrage in a city named by another female. The thought chokes me up, it really does.

I would suggest building Universal Suffrage near the Babylonian border. That would make it easier to hold any Babylonian cities that we take.
 
Just because I'm the mayor of the place, I'll continue my campaign for our capital city, Bavaria. Would there not be a better place for us to emphasize rights than the capital? Also, the wonder would be safer from enemies who would take if it were in the center of our glourious kingdom.

Let us enact Universal Suffrage legislation in Bavaria!
 
Pensacola sounds great to me. Let the center of our empire be the center of our civil liberties as well!
 
Oh, go for Pensacola. It's a nice, safe place, and placing UnSuff there requires the least amount of dithering.
 
I'm not sure entrusting anything to do with democracy to a city of Floridian origin is a very good idea, given what has happened when this has been attempted in the past. :crazyeye:
 
Hey, Pensacola is in the PANHANDLE mister. None of those frootloopy Peninsulars in Pensacola ;-)
 
Bah its still Florida... Well I'm glad our moderators aren't Floridan or else we would have some problems with our election results ( j/k, no offense to any of you Floridans out there)

Anyways, I think Pensacola is an excellent (and fitting) place to build it.

I don't think this is correct as I believe it is overall culture that determines culture flipping.

Of course, I'm partial to Huntington, where the casino can assist with the voting.... ;) Unfortunately, Huntington is likely to be a border town for a while, and we should not risk building this wonder in such a locale.

Pensacola is safely tucked away deep inside our borders, but I'd rather see it built in Bavaria, just for the vanity of having one of the world's top cities.

Oh yeah.... true Floridians know how to vote. It's the rest of the country that can't count.
