Where to place the UN?

People of Japanatica,

Our Science Department and various Leaders have become aware of the time needed to complete our research on Fission. Therefore, we know when to begin construction of the United Nations Great Wonder. This poll is for determining where we will build it.

There are 3 suggestions submitted by the Ministry of Culture and these are our options above. Only Zojoji and Shorin-Ryu were mentioned in this discussion thread, but Odawara made honorable mention. Please vote for either:
