Where to start

I'm totally sucky at Civ 3 right now. I was fairly good at Civ 2, but this is a whole new world.

I'm not sure where it's best to begin...

Should I start on a small map on cheiftain, and win before I move on, or go for one of the higher levels right away, lose and learn from my mistakes?

What's the best way to develop?
 
I'd say you're right to start at a low level and a small map. That makes the game quick and more forgiving with the mistakes you'll inevitably make.

When you get your style and strategies working and learn the differences between Civs 2 and 3, then move up in the difficulties and map sizes to get progressively more challenging games.

I started on Warlord with a tiny map and have worked my way up to Monarch with a large map - it gets harder each time, and you learn a lot as you go.

Thanks, I was thinking of skipping the chieftain level, it just doesn't feel like a real Civ game IMO.
Think I'll start an easy game at Warlord on a small world as Persians. That ought to get me started.
