Where's my Guerrilla promotions?

I played as the Celts for the first time over the weekend, and I seemed to be missing out on the benefit of my UB - I built the Dun in almost all of my cities, but my units did not come with the Guerrilla I promotion (except for the UU). Why is that?

The Guerilla line is only available to Archery, Recon and Gunpowwder units and as the UB obsoletes with Rifling this leaves Scouts, Archers, Longbows, Crossbows, Musketmen and Grenadiers as the only units that can possibly benefit from it!

One of the UUs special features is it is the only melee unit capable of taking the Guerilla promo line.

Oh, I was building all Melee units so I could upgrade them to Guerilla Riflemen with CR. Didn't know it was only available to Archery, Recon, and Muskets.
