Civ 1 quality graphics. Awful AI.
But.... 2 worlds linked by portals. about 12 races, each with unique units and abilities. The first sort of strategic resources (mana nodes) which allowed you to research like 300 different spells (really different, too, not just improvements in a line or same spells, different names) in 5 different groups. Total customization of your starting "civ", with 13 picks specializing at the various spell groups and about 30 different powers. Spells that were for combat only, spells that were for overland. Global spells that affected everything continuously. Summoned creatures.You could make your own magic items for heroes that would come to lead your armies. Probably 200 different units.
Combat was done on a second screen, with about a 12x12 grid for maneuver (enough to make a difference, but not enough that it took a long time, like Age of Wonders did Probably 30 - 90 seconds for a battle with up to 9 units per side) . You could actually attack a city solely as a raid to destroy buildings with the right spells or units.
The combat resolution was the best, with each figure in a unit having x attacks, and y shields to resist attacks that hit. It never had really whacky combat results, because the number of rolls per combat gave a great deal of time to for luck to average out.
It was the absolute best for city management, because instead of sending workers to specific tiles, every tile around the city simply modified how much each worker did. So having a bunch of hills around might increase your worker output by 5% each and rivers increased food production 5% each, so a worker would normally produce 2 shields, but could do 2.5 each with a 25% bonus. All you had to do was manage how many farmers, how many workers, and how many specialists.
The map also started out with tons of unexplored neutral caves, towers, ruins, etc, which might have treasures or chained heros gaurded by a variety of enemies. Caves and such left alone might send out a party to raid your towns if left alone.
some of the concepts were used with Master of Orion.
I think that if they did nothing but update the graphics and AI, it would be the best selling civ type game of all time. Sadly, microprose had just started it when they were bought out and liquidated the team doing the redesign, and nothing has come of it since.
