I think we misinterpreted the data. Kublai Khan will lead Vietnam even though he failed repeatedly to conquer it! On a more serious note, I think he will lead both Mongolia and China since otherwise his inclusion seems arbitrary and gratuitous. Kublai was hardly the most noteworthy khan in Mongol history, and the Yuan dynasty wasn't exactly the highwater mark for China, either. Since both civs individually have better leader options (and Mongolia doesn't exactly need a second leader anyway), leading both is the only thing that makes his inclusion make sense. Also I believe Ed Beach once remarked that Kublai had been considered for the Eleanor gimmick, which strengthens my suspicion he will lead both.
That being said, I won't be astonished if he only leads Mongolia, as he did in Civ4. I would be rather astonished if he only led China.
