Which cultures seem to flip to you the most?

I most often play the Germans and build cultural improvements as quickly as I can get them. For some reason the English always seem to be my neighbors, is this because they are racially and culturally related? Anyway, in the current game I am playing, I have had three English cities flip to me with in several turns of each other, well about 25 turns. In almost every game I have English cities flip to me, but rarely other civs, though in this game the Russians also flipped a city to me.

Are there any particular civs that flip quite easily? Thanks.

Civs which don't build wonders/improvements which give culture points are obviously going to flip more easily. In the Civ editor there are options which make the AI determine what each Civ should concentrate on. I suggest looking at the defaults in that may help answer your question. I doubt any civ is likely to flip more easily apart from that.
