that's more or less what was happening. government was also not man enough to enact civil service examinations until after Garfield's death... pretty much anyone that was a friend could get in. along with people from corporations, whom the government didn't want to piss off.

I've noticed that to be the same with the Australian government, except they occasionally need to do something useful in an election year to keep people's votes.

Well, I think the point is is that the intent of the government is a noble one, whether or not it is actually the case. The corporations are just quite a bit more blunt, really.

It should be - they are supposed to represent the voters. Even if tey fail at that, big business certainly doesn't have that goal.
