Republic is a good all-around choice and comes early.
For non-religious, too many anarchy turns are often not worth it to make more than one gov change.
Rep gets a commerce bonus (like demo), distance corruption benefit (almost as good as demo) and moderate level of war weariness.
Monarchy can use 3 units as MP (1unit makes 1 unhappy content) and has no WW.

In PTW, Republic is the gov't, IMNSHO. I usually went straight for it, and stayed in it till the end of the game.
In C3C, they've toned down Republic a bit, and added a new warmonger gov't, Fascism. It still remains to see how the new balance works out.

If you are at war then monarchy.
It depends. Monarchy when you got 10-40 towns size of 1-6 and 80-100 units. When some of towns can grow past 7, then republic.
Monarchy is very good peace time goverment early in the game and republic is great when you can support your troops.
