The chances Joao will be able to place Feitorias in other Civs territory are pretty low though . Hopefully I'll be able to finish this one before April.

11 Major civ opponents, 12 city-states.
I haven't decided on opponents yet, but I think I'll throw Spain, England, Indonesia, Phoenicia and Norway into the mix and have the rest random.
