This is another mod that I just discovered today, which I think would integrate perfectly with Revolutions. Thread here: http://forums.civfanatics.com/showthread.php?t=299922

It seems it's a little unstable but other than that the concepts look like things which would supplement the Revolutions mod. I haven't tried it yet myself. There isn't too much information on the mod (I'll get back to you once I try it) but here's what's listed on the download page (more info is in a pdf file in the mod download):

* Terrorist Organizations introduced into the game, which may grow and spread within civilizations. Civilizations may also opt to become terrorist states.

* Black Ops, special military operations which may be undertaken against various civilizations.

* Internal Security options, which may be used to manage a civilization's internal affairs.

* Indigenous People in a civilization, who may be exploited and eventually radicalized into terrorist groups.

* Respect, in addition to like and dislike, as an element of civilization relationships.

* New Unit: Diplomat

* New Technologies: Oratory, Propaganda

* New National Project: Religious School System

As I said, it looks to be some cool stuff that would function nicely in Revolutions if it were implemented.

EDIT: After playing it a little bit, it seems like most of the stuff would function well in Revolutions. I didn't get a chance to play it into the modern age but what I did see before it crashed was pretty cool. I'd recommend trying it out.

Sounds great, i would love theese things.
Though religious school system, shouldnt that be a civic?

The religious school system does seem a little weird, IMO it should only be buildable under theocracy (or, as you said, be a civic).

In the brief game I played with the mod, the AI began exploiting the natives almost immediately (you can choose to steal food or gold from them, etc). Basically, when you pop a goody hut, you get whatever it gives you, but it leaves a "Native population" improvement. If it's within range of the city, it will cause unhappiness if it's not worked, and having the native population within cultural borders allows you to exploit them, or be nice to them.

A few of the AIs went overboard in exploiting the natives, which led to them to form a few terrorist groups (in ancient/middle ages). Terrorist cells spread almost like religions throughout cities, and they'll do stuff like destroy buildings and (I think) even attack.

On the other hand, you have black ops missions which you can do vs other civs. I spent a bunch of time pumping espionage points to train a rebel group in another civ, and after a while, I was able to launch the insurgency, which gave me line of sight into the the native population I trained, and spawned a bunch of barbarians who went on to attack the city.

There's also "shadow diplomacy" which I guess involves "under the hood" diplomatic dealings. In my game it seemed mostly that this consisted of marriages between families in different civs, but I think there's more stuff in there.

I guess eventually terrorists will try to get their hands on nuclear weapons. Civs can cooperate with the terrorists and become a terrorist state.

For a mod that nobody has heard of (and, it seems, nobody plays) it's actually pretty detailed. I was surprised at the amount of stuff in it, and aside from slight stability issues (I got a CTD halfway through the game, not sure how common they are in the mod), it's a really cool mod. I'm surprised more people don't play it, but the creator of it isn't very detailed in his description, so I guess some people are put off from downloading it and figuring it out for themselves.

Yeah, I've learned over the years (I started modding about 3 years ago ...) is that "marketing" your mod is important. It doesn't take too much, but you've got to put out a good description, some screenshots, etc if you want people to play it.

This mod does sound pretty neat from your description, certainly worth checking out. The coming versions of Revolution will have add-on packs which will make it easier to include something like this, we'll see.
