So here's another sort-of-a-poll thread of mine, but what I am wondering is what Civs you absolutely despise, and for what reasons. I'm talking those Civs that, when they show up, you immediately start planning their burnination. I realize that there are some obvious choices out there, so to make things a bit more interesting post your top three. And although it's not necessary, maybe try to not just include 3 Warmongers in the mix.
Anyways, here's my top 3 most hated:
Incan
I'm sure some people are surprised by this choice (after all Bioelectricclam, if you are going to hate an American Civ hate Monty), but Huayna Capac is one of those Civs that just gets under my skin. This is because he tends to beat me to most religions (I've yelled at the screen several times, demanding why Capac is so greedy when he already has two religions to take a third), is a tech monster (warmongers HATE it when tech fiends pull ahead...just one brief campaign and I swear I'm in the Rennaisance when Capac has Nukes...), and tends to start too far away from me for me to rush him. This doesn't even include the fact that he tends to have the biggest borders in the game, often sucking up huge continents all for himself and his three billion maxed cottages. Include the fact that his sneer is judging me whenever we talk, and that makes him more than enough to get included in my kill on sight list.
Louise the Fourteenth
King Lou is a backstabber, pure and simple. Anytime this guy tries to bribe me into war, I send my troops towards his cities in preparation for the inevitable turnabout. The problem is that unlike most backstabbers, Lou tends to have technological and military parity with me, and lots of friends on the side. Usually vassalizes countries that I've been working hard to conquer, trades away essential military resources like horse and iron to my enemies (I know its him...I can just tell), and generally has such high culture that even if I try to take over his cities I'll just end up with tiny little flecks of red (I'm usually Tokugawa) in a sea of Royal Blue. Definately a guy I want to find sooner rather than latter in the game (late game Lou is a monster; early game Lou is a kitten).

And finally, Jules. The thing about the Romans is that usually they won't do anything for half the game (which is bizarre seeing as how human players tend to rush with the Romans) but sit on their small little corner of the globe. You'll be lulled into a false sense of security (after all, they do only have 3 cities), while that Power graph shows otherwise. Forget the Germans, the Romans are the king of Blitzkrieg in Civ IV. And because Jules is so very sneaky, he makes my top three.
I realize most people will say "Shaka" or "Monty", and yes, they can be annoying. Just wanted to point out that while Warmongers are going to require military power to deal with, at least you know what you are getting. It's the sneaky ones that I tend to hate, as you can tell.

Then I find Mansa Musa or Shaka (If they're in the game).
