Who is a leader that you know will never be added, but you think it would be funny if they were?

As an Australian, as soon as they announced we'd be getting "non-traditional" leaders, I've been thinking about how funny it would be to have Steve Irwin in the game. Now, I know he's far too recent (he only died in 2006), but I just think it would be hilarious. Imagine having war declared on you by Steve Irwin. Imagine getting a notification that Steve Irwin has joined Fascism.

Does anyone else have leaders like that?
 
Mr Bean - his intro spiel could just consist of his avatar peeking out from the edge of the screen, stepping into view and saying "...errr...Bean". Then his reactions to trade agreements/peace treaties etc could be his enthusiastic nodding and double thumbs up or his rubber lip frown face with his hands on his hips. Civ VII's leaders barely say anything anyway so he wouldn't be too out of place in that respect 😅 Not sure what his war declaration could be - maybe just running on screen with the Christmas turkey on his head?

This would work. And Black Adder for exploration era maybe.
 
Lex Luthor, the Gene Hackman version. Use all of the city names from his revised map of the U.S. west coast in Superman: The Movie. The thirth or fourth settlement is always "Otisburg," but with a backwards "S," and Lex flips out in a popup and demands a name change (assuming you're playing him). If he gets way behind, the AI Lex will try to cut an alliance deal with you as long as you make him the ruler of a small, self-contained island continent.

Lex ignores culture and religion completely, relentlessly focusing on domination/conquest and science. His unique unit is the Giant Death Robot from Civ VI. He beelines for nuclear weapons in the modern age, and has an unexplained affection for jade, as it reminds him of kryptonite.

I also have some ideas for Laura Roslin from the Battlestar Galactica reboot.

Blackadder 3 and 4 were set in the game's Modern Age, so he could cover both Exploration and Modern.

- And his every conversation would start with:

"I have a cunning plan . . ."

OR

"I have a plan so cunning you could put whiskers and a tail on it and call it a weasel"

And if you ever tried to interest him in an Undertaking, his answer would start with:

"Are the words: 'a cunning plan' by chance marching towards this conversation with horrible inevitability?"
 
I'd rather have Lord Flasheart. He's more interesting by far.
 
Aaron Burr - Once per age you can spend 500/1000/1500 Influence to force a player to pick a new leader for their civ. The new leader is their leader for the remainder of the game throughout remaining ages and cannot be the target of Aaron Burr's special ability in subsequent ages. Causes a massive loss of relations with the target civ.
 
Laszlo Cravensworth. Diplomatic Scientific. Charisma bonuses dealing with IP, Witch's skin hat memento. Failing to conquer the new world results in culture bonus.
Jackie Daytona alternate persona.

Edit: All of the city names are spelled with accents to emphasize the wrong syllable.
Unique People: Nadia (Merchant, Pop in cities, Celebrations last longer, Nandor (General, leads great armies) Colin (Missionary lowers moral combat penalty in city boarders)), Guillermo (General, Respawns the other vampires.)
Units have a chance to re-animate from the dead as weaker versions of themselves.

Since he's already taking one other thread. How about Guybrush Threepwood?

Some sort of ability based on insult swordfighting? Your units permanently get bonus combat strength each time another player denounces you and you learn a new insult?

Or maybe reduced damage taken by your naval units since he can hold his breath for 10 minutes?

As I mentioned before, I don't think they should be so shy about having bad guys as leaders. Pol Pot wins a culture victory and the achievement is A Holiday in Cambodia. We've already got the Khmer people.
They already have plenty of 'bad guys' as Leaders.

Just ask the Saxons for their opinion of Charlemagne.
OR most of Europe for their opinion of Napoleon.
OR the Imperial British for their opinion of Lafayette - or Bennie Franklin, for that matter.
And I believe the current Ukrainians have a less than kindly opinion of Catherine the Great

Sometimes good or bad guys depends on where you stand - and when . . .
