Who says AI is stupid?

i just got punked by the AI. Persia popped in and asked for a defensive pack. Now, I pretty much surrounded every border tile of his "empire" with troops, talking about woolf at the door... but alas, due to a bug, i cannot declare war against him because of a peace treaty that ran out a century ago. Hoping that if i accept this defensive pack everything can be wiped clean after it runs out, i clicked "accept". Guess what the AI's response is, he asked what I'm smoking and rejected this "laughable" deal HE proposed.
