Description: the Order of Chi Min is an enlightened nation where all hard and manual labor is done by intelligent machines, so their human masters can dedicate themselves to arts and sciences.
The Chi history started when Luo Chi Min, a charismatic Chinese alchemist, led his people to safety to a fertile valley in the Himalayas during the period of the Warring States. Hidden in the mountains he and his followers, many of which educated men and their families, founded a new nation based on equality of all people, technology servicing humanity and the Taoist principles of obedience. Remembering the horrors of the Warring States period a general law was passed that all weapons were banned.
Due to the remoteness of their society they managed to achieve a technological development far beyond anything the outside had to offer, excelling mainly in agricultural innovations and self guided machines for everyday chores.
They managed to remain isolated from the outside world for nearly two millennia until the Mongols of Dzengis Khan took over their peaceful nation. After 20 years of humiliating occupation a resistance cell of Chis created a small army of fighting machines made from the abandoned household machines. The Mongols, who had never really any use for the Chi machines, were taken by complete surprise, ran away from the sudden powers of the Chi and never spoke of it again. Many rumors circulated about a mysterious land in the mountains, but none dared to venture there…
After the occupation the Chi started to reorganize their nation into a highly structured society, led by protarch Wei Ling Ling, a democratically elected absolute ruler appointed for life. In a short time she managed to build an army of defensive fighting machines, but ordered that, in order to avoid large bloodshed in future conflicts, those machines may never be much more powerful than the weapons of their opponents. However controversial, this rule has never been modified till date.
After the industrial revolution and the British occupation of India and Afghanistan several mountain expeditions entered Chi territory, but were never heard from again. They were kept as permanent ‘guests’ and used as a prime source of information about the outside world. During WWII the Chi felt the need to observe first hand the state of the World and sent out various autonomous disc aircraft (ADA), which were mistaken for extraterrestrial “flying saucers”. Large reconnaissance robots were sent into the mountains, which were dubbed “Yeti” by those that met them.
A renewed first contact with the outside world was achieved after the crash of an ADA in Roswell, NM in 1947. It didn’t take the American military long to trace the source of the craft and diplomatic relations were established in 1950. Both sides agreed however that it would be in everyone’s best interest that the existence of the Chi was not to be revealed until the year 2000, when the technology level of the rest of the world would have been sufficient. Several American scientists were allowed into the Chi laboratories and brought home the seeds of new technologies such as microwave ovens, the Internet and cellular phones. This fitted in the program to prepare the world for Chi technology.
On Jan 1 2000 protarch Wong Fei Hong revealed the Chi existence to the world in a webcast, which was soon picked up by the world’s media.
Till date (2006) the Order of Chi Min remains a society that is closed for outsiders, except by invitation. Various cooperations exist between the Chis and Japan, which resulted in the development of the Aibo and Asimo robots. They also helped China to boost their space program, as they did for the American moon program 45 years earlier.
Plans exist to connect the Chi mainframe to the Internet in the summer of 2006 and publish a number of blueprints of old Chi domestic robots. Once it comes online you can check it out on www.info.gov.oc

Protarchy
The protarch (‘Prime Leader’) is a democratically elected absolute ruler appointed for life. Prior to election protarch candidates, trained in special tuition free government schools, are required to pass a series of tests to determine their suitability for the job as well as give a detailed plan for their future policies. This plan will serve to judge the newly elected protarch during his/her term in office and can be used for impeachment by 75% of the popular vote. In the entire Chi history only one such impeachment procedure has been successful, which resulted in a shameful exile of the incompetent protarch. Protarchs are alternating in gender, starting with the Wei Ling Ling the Benevolent, the first person to carry the title.

No we need more civs, only 8 people have civilization information given. A few [or maybe a little more than a few] noobs can't hurt.

Plus, we don't need vetrans now, we can take old civs from the original biq (which i have) and use them to fill in the blanks.

Hopefully we can use the noobs and old civs to complete 31 civilizations with 2 UUs each. :)

How "old" do I have to be so that nobody would call me newb? Or weren't you talking to me?

You're not a newb. You're just not a vet yet IMO.
If we start advertising this in our sigs, a bunch of newbs (joined this month) who have never been in C&C before will come and want to be a civ, help out, etc. Not that I don't want any newbs to be involved, but I have a feeling if this is advertised all over the place it will quickly devolve into the chaotic quagmire that was the first attempt.

Or maybe I'm just an elitist veteran. :p

Same happened to me- 2 posts while I was typing that. It's been a while since I've experienced that in Civ3 C&C! :) I was actually telling Stormrage he's not a newb, but the same goes for you.

I have invisible mode turned on in my options page, because I pop in and out of here so often.

and for the record, when I talk about newbs I usually mean the ones who have joined in the last couple of months, have a couple hundred posts at most, and haven't quite mastered forum usage.
 
IMO, the whole thing should be democratic(this?...coming from me??)

the "Vets" should vote on what is reasonable, and what isnt...its more or less up to the individual users to keep it under control...with strictly set guidlines, I dont see why n00bs should be excluded...a few of them have real good stuff to offer, and this is a chance for them to help on a project, and understand the hassle that the creators go through to make these mods happen...

I say bring on the n00bs...

I agree. Like I said, I'm not against newbs being involved. I just don't want what happened last time to happen again, and if this is advertised all over CFC we will get a lot of posts like "kewl a CFC mod i want to be a civ!!!!!!!!!!!!111111 and i want sharks with lazer beams on there heads!!!! :D:D:D"
