^ Players can bypass the maintenance problems with certain tactics though. IMP sets up cities a bit sooner but CHA allows them to cap higher (probably more production). Rome will get generals either way; IMP will rarely be more than 1 ahead, if ever.
Look at the odds and xp threshold breakpoints for VERY powerful promos (like CR III at 8 xp for boudica)...the extra odds help is worth it on maps where you actually rush with prats.
JC is more flexible but any time the legions go marching, boudica is better.
