Why are some profiles 'private'?

There are a number of users I have wanted to contact by writing on their wall, yet I cannot access it.

When sending them a PM they didn't even seem to be aware of this!

Why are some profiles 'private' how does one become private? Is it a random function of changing forum engines that users are not even aware has happened?

If you go to your account Privacy tab, you can set it for: "Members Only" or "People You Follow Only". They may have set their profiles to the second one and if they do not follow you, then you cannot post on their wall.
