Why are there no barbarians?

So, I'm playing a game as the Scions, on a huge Erebus map, with 27 total players (I like throwing everyone in).

Anyway, there doesn't seem to be any random barbarian units or anything. No cities popping up. No Acheron. Not even a random wandering orc.

I even turned on the option to have extra wild animals... but there isn't any on the map.
I even used the Ctrl+W to take a look around... and there's nothing.

Can someone help me?

 

There is a no barbarian option you might have selected.

 

what turn is it? barbs don't spawn for a few turns.
