Why can't melee units get Guerrila promotions?

Gallic Swordsmen aside, why can't melee units get guerrila promotions when they can get woodsman promotions?

The basic assumption they've got is that anything melee works better in woods (as the cover would benefit close-quarters fighting, I would assume) and anything ranged does better on hills (as they can fire in layered ranks and have better line of sight, I would assume). It makes sense when you think of it that way.

i took it as a bug and fixed it in my mod. so i dunno
