Why can't we attached .biq/.bic files?

Per the title. We can upload Civ4 saves and replays, and Civ3 saves (.sav), but not Civ3 editor files? Are they in some way more dangerous and thus they can only be uploaded in a .zip/.rar/.gz? Seems like unless there's some type of .biq that's a virus there shouldn't be any problem with allowing direct uploading of Civ3 editor .bic/.biq files.

Same goes for the PTW editor files. I think they're .bix? Not entirely sure, though, so someone else should verify that for me.

It seems to be a factor of about 10. Just a blank map with no changes was 9 KB unzipped, 1 KB zipped. The multiplayer Rise of Rome scenario, the largest that came with Civ3Conquests, is 584 KB unzipped, 60 KB zipped. A 31-player Earth map based on the one included in Civ Vanilla goes from 82 KB to 982 KB. So it's a pretty big difference.
