Why can't you exterminate the english?...+another weird ingame feature

Right now I'm playing the americans at regent level, standard world map, 7 civs. Monsterwars ruled the world nearly all the way up to the modern age where I decided to stop all stringpulling (I had made friends with all civs but the greeks, and had decided to pay my way through a worldwar against the HUGE greeks by bribing Rome, India, Egypt, England and Japan to kick some greek a$$:crazyeyes )
After the great war had been finished (astonishingly with the greeks as the victorious part!) I put all my gold into science and by 2030 I had won the game by spacerace victory. Now, I decided to play on just to see whether I actually could beat the monsterhuge greeks (they were sitting on the whole of Africa, Europe, Russia and Asia). Suddenly, to my surprise I see that nearly all civs are furious at me, Ceasar even calling me a worthless liar who couldn't be trusted a nickle?!?!?!?! I NEVER BROKE ANY ARRANGEMENT WITH ANY CIV, AND I'VE NEVER BEEN TO WAR WITH NOBY THEN THE GREEKS!?!?! I thought they were my allies, so why the hell do they change attitude from polite (gracious even) to annoyed or furious? This seems blatantly unrealistic to me, since you get the feeling that the other civs just react, primitively, to any change in worldopinion and as cause or justification they accuse you for being a liar and not sticking to former deals and bla bla bla.

Another thing: Why can't you kill the english? I wiped out all the english cities and still they remained at the diplomacy screen?!?!?! I already had terminated the romans AFTER 2050 with no problem at all - they are no more... But why this problem with only the english? (and it's the second time this happens for me with the english)-
 
You had an alliance against the Greeks with just about everybody on the map. If you signed a peace treaty with the Greeks without formally ending those alliances first, your "allies" won't like you very much.

I've wiped out the English many times. If you take all their cities but they still have a settler on the map (for any civ, not just the English), they're still in the game.

If they have no cities, however, you can't conduct espionage missions against them because they have no capitol for you to plant a spy in. Thus you can't steal their plans to find out where on the map the settler is hiding. And if the map is full or nearly full, it could be a while before he finds a spot to start a new city. Also, he will never talk to your envoy when he has no cities, so you're stuck at war, which could be bad if you're a Republic or Democracy or want to become one.

When at war, I always make sure I have a spy. I use the military advisor to keep an eye on his troop strength. When I have him down to one or two cities, I see if he has any settlers left. If I can see his entire territory (which I usually can at this point) and can't account for the settler(s), I'll pay the exorbitant sum to steal his plans. If the settler is way across the globe in someone else's territory, I'll buy an alliance with whoever owns that turf and they will take the settler out pretty quickly. Once they're out of the game, the alliance goes away (f course) so I haven't ticked anybody off. Even though spies are way too expensive, this is one time that the cost of not doing it could be worse.
 
It is extremely common for other civs to load up a settler on a boat and float it around forever without landing. Finding it and killing it is the only option.
