Why Civ 5 Mod is so Poor compared with Civ 4?

Civ 4 has some great Mod, such as FFH, ROM, RFC, and etc. They greatly enhanced the vanilar version.

But why Civ 5 Mod is so Poor? One year passed, still no Civ 5 Mod can be compared with Civ 4 Mod. And why not FFH, ROM, RFC develop Civ 5 version:(
 
They don't have the DLL, plain and simple. That gives them a lot more leeway to modify the game.
It's supposed to come out sometime soon, though that's been the story for a while.
 
We're also handcuffed in the things we can do, such as modify many art assets. That's a big problem. >.>

LUA can do a lot things that the C++ can do, the AI just doesn't understand it.

And ontopic: You need some time.
Mods are not created in one day. Units are not created in one day. Leaders are not created in one day. etc., etc., etc.
I'm not sure how advanced Civ4 modding was after one year, but it certainly did not have the fully fledged mods which you mention.
So please be fair if you compare ;).
 
There are mods in progress :D!

In the past - with civs II, III and IV, a mod would be done for the "vanilla" version of the game only to find that they needed to be made compatible with later versions of the game. I think that there are some seasoned modders out there who are holding back until they feel that everything that would be released for Civ V has been released.

Another reason for the delay - certainly something that left me not developing anything for Civ IV - is that, as a modder, you can get hung up on perfecting your mod for Civ III (in my case) that the next version of Civ passes you by!
