In my current game my second city was settled two tiles diagonally from Babylon. It has the most culture in my empire, and has not only taken the spice tile that it shared with Babylon, it has taken over ANOTHER spice tile that Babylon could work but that is not in my fat cross. So I've reduced the happiness of every city in his empire.
Why do you guys love culture so much?
