Why does my science rate keep changeing?

I set it to zero and a turn or to later its right back up again, whats gives with that? Is that suppose to happen?
 
maybe the science advisor is more powerful then we thought?
 
If you are playing DyP or another mod which implements a governmental rate cap, that is expected behavior. Rate caps apply to all 3 rates: science, entertainment, *and* tax. With a 60% rate cap, for example, if you run 10% entertainment and try to set your science at 0%, that means tax is 90% and the game will bring it back into range next turn, putting the excess into science.
 
is there a way to turn this off, that the game brings it back into range next turn, i'm advanced enough, and i want the extra money...
