Buddha on a Bicycle, are you intentionally misrepresenting my point of view? It's not about bribing them, or else I'd recommend just giving them cash. We're not giving the terrorists a fish, we're teaching a potential terrorist to fish so they have an income, a job, a life, and all those wonderful things that make you less interested in blowing yourself up to see if they're right when they say you get 72 virgins.

It’s not worth it guys. No matter how many times we make the point, no matter how clear it is, some people will not listen. Maybe it is an insecurity thing (no pun intended). It is I much easier to say “hey I’m strong and if you don’t do what I want I’ll beat you up” rather than “hey, let me help you out and maybe you’ll become my friend.”

The bill would ostensibly create a new profession called a "cybersecurity professional" who would be versed in the duties and responsibilities for that job. The licensing of these professionals would be accomplished by the goverment, as it currently does with other technical professions of this sort.

(a) IN GENERAL- Within 1 year after the date of enactment of this Act, the Secretary of Commerce shall develop or coordinate and integrate a national licensing, certification, and periodic recertification program for cybersecurity professionals.

(b) MANDATORY LICENSING- Beginning 3 years after the date of enactment of this Act, it shall be unlawful for any individual to engage in business in the United States, or to be employed in the United States, as a provider of cybersecurity services to any Federal agency or an information system or network designated by the President, or the President's designee, as a critical infrastructure information system or network, who is not licensed and certified under the program.
It is not claiming that everybody has to be licensed - just those who want to call themselves "cybersecurity professionals".

Unless you really want the federal government to usurp all management and control of the internet so it can properly plan for catastrophic failures and provide the necessary infrastructure to make it possible, there has to be at least some interaction between the government and the private domain operators to accomplish this obviously needed safeguard.

But once again, this bill is quite provisional at this stage. It was drafted by those with little or no expertise in the subject matter and hasn't even made it through the first committee yet. It will obviously undergo massive revision as the experts address the specific issues.

He was talking specifically about expanding AmeriCorps and the Peace Corps and the USA Freedom Corps, which is the volunteer initiative launched by the Bush administration after the attacks of 9/11, and about increasing the number of trained Foreign Service officers who populate U.S. embassies overseas.

I would not be too sure, and yes if he does try this he is a freakin idiot for sure. Americans won't put up with that crap.

While the Great Depression did generally make some of the people who suffered through it a bit more liberal-minded than they were before, it did just the opposite for the German Nazis, the Italian Fascists, and the Japanese. So, no, I think your position is basically untenable.
