Why don't I ever get Embargo option as UN Secretary General?

I have played several games of BtS and never once have I been given the option to propose an embargo resolution against a civ when UN voting time comes. I have also never seen the option to propose a UN resolution vote for war against a civ. These options have appeared for Apostolic Palace votes, but never for UN.

Can anyone explain what my problem is? A well-placed embargo would have been a BIG help in my games.

UN is to keep peace... Apostolic Palace is to interpret the will of God (or Tao, or The Gods, or whatever)

i think embargo is when there is war, and people are all against that same individual

but i'm usually done with the game before the UN

I would improve that feature by making most of the features just guidelines, and if you do something important - free religion or no nukes, it would just notify you and then an embargo option would show. The UN and AP were poorly designed.
