Why double quotation mark-key press?

Why is it, that on almost every keyboard I've ever used, I always have to press twice for a ' or a " to show up? Is it just me, is it only regional keyboards that I use, or is it a common problem?

Well, the keyboard layout I use is US-International, which means that I have to hit another key before a " or ' will show up. It's the same with the ~, ^, and ` characters. They won't show up until I hit another key because they're waiting to see if maybe I want to type ä (" + a) or é (' + e) or õ (o + ~) or û (^ + u) or à ( ` + a). Your keyboard might be similarly configured.
 
I'm completely used to it. I reflexively hit the space bar after any of those characters, no matter what keyboard I'm using. It can be annoying on other computers, though, and I'll have a bunch of spaces after all the ' and " characters. If you don't use one of the letters it's waiting for, it just places a regular ' or ", so if you type I'm you don't need the extra key-press.

That exists on Spanish keyboards. Using a regular American keyboard with my language on my computer set to English, this never comes up. If I set my language to Spanish, this would happen. Also, you don't really need to press the key twice. You should have some key you could press once to get a ' or ".
