Why is bonus toursim bonus for sharing ideologies only going in one direction?

I'm Byzantium. Brazil and I have both adopted Order. He's getting a 34% bonus and I"m not. Does the fact I don't have any tenets yet figure into it?
 
Never mind. The mouseover made it seem like it was automatic, but I see I see t's only with Cultural Revolution.
