why is it called OCC?

Basically I just got my 2nd city in a OCC game (through AP voting). I guess it's some sort of bug, but it was a fun game anyway.

oh no! i looked at the save. mansa is monty's vassal? that just seems so wrong to me. mansa's a nice guy and you know monty's gonna mean to him!
