When i usen a great scientist to turn an arctic tundra tile into a science tile that makes only science and perhaps boosts production as well, it ends up increasing my happiness.

Why is that. unemployment or something?

Sounds weird. Try posting a screen-shot or a save game, then it would be easier to deduce the problem.

Maybe Freedom Ideology or Religious beliefs?

I'm not aware of anything giving happiness bonuses for working great tile improvements.

Now for Great People, there is a Freedom tenet that gives happiness bonuses to specialists.
And Order has a tenet that gives happiness for science buildings.

Is it possible you completed a CS quest without knowing it, and it just happened at the same time as you planting the great scientist? There are often CS quests for great people, including Great Scientists. You might have completed one without knowing it, gaining ally status with the CS and gaining luxury resources from them.

When you placed the academia, that replaced an improvement your workers were using due to specialization (like a farm, for a city focused in food or a mine, for a city focused in production). Since academy is neither food nor production intensive, your citizen stopped working the tile and took an specialist slot, thus since you're doing the Freedom ideology your happiness increased.

Or your great person spawned, which made some city state happy and friendly/ally with you, thus giving their resources.

Or you placed the academy on top of a luxury resource you didn't had connected yet, so you got the +4 happiness from it.

Or you told Einstein to build his +6 science tundra hut exactly when the game updated something else totally unrelated that also just happened and you missed :p :p

Order gives happiness from buildings, not tile improvements. I think?

City state quest is the most likely explanation. The Academy doesn't connect luxuries and that Order policy only affects buildings (public school, research lab, etc.).
