Why isn't the undercouncil election coming up?

I founded Council of Esus, I adopted the undercouncil civic, and I used a great prophet to build the Nox Noctis in the CoE holy city. It's been this way for a while.

Everything should be in place. What gives?

In order for Undercouncil votes to start, the leader of the Order of Essus needs to have built Nox Noctis, the holy shrine. You will also need 1 or more other nations with Deception in order to have other members of the UC.
 
You didn't hit that glitch where the change of council civic doesn't stick unless you change another one at the same time did you?
 
Never heard of that glitch. Might be it.

Also just realized I got mixed up on the "3 members" thing. There are 4 followers of the council of esus, but I think I'm the only one of them in the undercouncil. -_-
 
It don't think it matters how many members there are. I am frequently the only member of the Overcouncil when elections take place.

I had one game in which the election never triggered, and I thought it was because I built the Holy Shrine before I (or anyone else) joined the Over/Undercouncil. That happened a few patches back, though, and since then I have been careful to always adopt one of the Councils first.
 
Hmm, then maybe it is a feature bug. The election takes place but there is no one who can vote and then a NONE player is the leader.
 
Yes, but a new election should triggere EVENTUALLY. Unless it wigs out because Mr. NONE never selects which resolutions to put to vote, so he stays in charge for the entire game.

If that is the issue, then it really could be fixed by placing a minimum members requirement to start getting the elections and coting on resolutions. There is a field for it in the code already, and I swear there is a value of 2, but I haven't seen it actually work yet.
 
On the side note, resolutions can be passed by 40% 'majority'.
Also shrine requirement should be dumped. Unless you found the religion required, you probably won't see the council. And it doesn't make sense that I get relations bonus for members of the same council but council can never assemble.
 
Ive thought of this before. Your problem may be that you haven't actually switched to the "Undercouncil" civic. Forgive me if I'm wrong but I've forgotton once or twice to do that...
