Will a Intel Graphics Media Accelerator 950 (128MB) play Civ 4?

Should do, the spec looks pretty decent. It supports TnL so that's a good start as most of these Intel chipsets don't.

I would get a proper GFX card if u can, are you buying a new laptop ?

Sure will, that's what I'm running right now on my laptop. But you need plenty of RAM to help things out I think, because the chipset shares memory between RAM and video RAM.
You won't be able to run top spec resolution. I got 1200x800 going and it's nice and smooth

i also running civ 4 on my laptop which is on 950GA(128MB), i have 1GB ram. I running the game at 1200x800, it abit laggy when there are alot of units on the map but it is still playable.
