Will Col4 work on this?

Recently, I had to "bench" my laptop due to damage from frequent carrying (apparently, battery slot is damaged, not battery itself...making repairs not worth the effort), so I bought a small "hybrid" 11.6" tablet/laptop. Specs are:Intel ATOM x5 Z8300 1.44 GHz, Intel HD Gen8 integrated videocard, 2GB RAM, Win10.

So...do you think it could run Col4, especially modded?

I think it will work, but on minimal options, because your laptop's characteristics are similar to minimal system requirements:
1,8 GHz, 500 MB, AMD.
