From the first look I see a lot of bonuses
But I also see a short, scary line about Maori's unique ability,

    resources cannot be harvested

Playing such a Civ must be a lot of fun. Magnus is no longer there, and every difficulty becomes triple.

forest chopping is not a type of recourse harvesting though.

Unless the Moari turn into Georgia, then no, it will not be the worst civilization.

A negative Civ is worse than a blank one.

Stones and deers are important resources too. More importantly, copper and crab.

Food resources are good resources to hurry 10 pop, too.

Under the current state, if they can't harvest, then yes, they would be the worst.

They should probably take the axe to harvesting as a whole.

Arguably, playing a civ that doesn’t make the conventional paths easy would mean it is more difficult to play as, not necessarily that it is worse.

I’ve often thought that the difficulty level should be listed by civ selection, and the settler to diety scale of bonuses and handicaps should be thrown out.

It just takes the fun out of actually developing your cities. It doesn't even make sense why you should be able to "harvest" rice or copper.

Yes because heaven forbid a civ gets an ability that prevents you from winning your Deity game before turn 250 :mischief:

Yes. I'm always thinking that giving AI a fixed amount of extra bonus (e.g. 2x the amount of the current Diety bonus) on all difficulty levels, and make those levels based on civ selection is a great idea.

Agree, I wonder what does farmers are doing if not harvesting. On the other hand resources like copper and iron are finite IRL, those mines run out and one has to find new deposits. In that way it's doesn't make sense that mines last from the ancient/classical era all the way to the information era. I also wonder what is actually mined in those hills without resources...

Back to the OP's post: if winning or losing a game would totally depend on being able to harvest resources then it would be a game not worth playing in the first place.

Nah, not really. At least for me, a rather peaceful tall player and non-chopper who who doesn't feel the need to employ Magnus in his cities often. They seem like a strong and fun Civ to me, and I can't wait to try them.

They will be if they don't have decent places to settle or expand. I expect 1 games out of 10 they will completely suck. Maybe even 1 games out of 5.

They strike me as a "laid back" cultural civ. Three things jump out @ me:
    1) I'd bet if you can tolerate a 200 turn game, their lack of ability to chop will work itself out in the wash.
    2) I won't have to buy as many builders (or move them) to chop things, and can buy settlers or save for a few Toa instead.
    3) I might have a chance to be mildly competitive in 6otM's because people won't be able to do this...

That’s ... not what I meant. I mean no bonuses to the AI (diety bonuses make domination victories too easy) and civs are listed as being different difficulties to play as.

    Ex:
    Beginner: Aztec, Sumeria, Rome
    Easy: Greece, Indonesia
    Hard: France
    Expert: Georgia
