[Bureaucracy]

I had a game where Willem was sharing a religion I did not like to see him doing. Since his favourite civic is Free Regilion, I gifted him liberalism the instant I got it.

He didn't switch.

I waited a turn, thinking there must be a 1 turn wait delay.

He didn't switch.

More turns go by, and I think maybe he has to wait due to a recent civic switch.

He didn't switch.

Ages, and eons go by.

He didn't switch.

Eventually, hundreds of years later he finally went to free religion.


This favourite civic system really makes me wonder now. I thought they were biased for it, but maybe it just comes down to getting diplo bonus for sharing it.

I won't be doing this ever again.

I think that they adopt that civic more than any usual civic, but they aren't inclined to revolt to at as soon as they have access to it (and aren't inclined to stay in it either).

You could probably have bribed him into switching to FR.
