Win 10 No Get Mods Button

After conducting several searches I've not seen a definitive answer or explanation. I do have some MODs that I downloaded a couple years ago, but I don't have the Get Mods Button any longer.

I've seen information regarding Mac, but nothing for windows. What do I need to do to be able to get the Get MODs button?

I found the answer in the Select, Subscribe, Enable and Play Mode Sticky: Here

Then scroll down to Trouble Shooting: Enable Steam In-Game.
