Windows 10 Toshiba Satellite won't boot after update

My Father's Toshiba Satellite won't boot into Windows, the Microsoft logo shows up and it gets to the next screen then nothing happens. I am not sure of the model number. Is there any idea why its doing this? We also get the error code 0xc00000e.

Did the update finish? The computer may have accidentally shut down during the update phase. That will bork your installation.
