[WIP] HSP Historical Scientific Progress (Need Help!)

Hello! This is my mod where whenever you're at war, you get 100% science boost and a 25% food decrease, although the cost of tech is considerably increased. I'm planning to add more to the mod, for example:

- More science from trade routes
- Able to modify amount of science produced from war
- Able to trade tech
- A different tech tree (?)


The problem is I have no idea how to do it! Please if anyone would suggest to me how to do it that would be greatly appreciated!

Trading techs requires a dll mod, the community patch has that included.
 
Well, I kind of wanted this mod to be separate but compatible with the community patch. Would I be able to still include the dll mod with this mod? The main thing looking for though is how to change the amount of science from trade route with a modifier, how would I do that?
 
Science from trade routes is hard-coded (via C++ in the DLL) at one half of the number of different techs known. There is a bonus based on tourism influence level, but again that's hard-coded (Civ5 - the most moddable civ ever ... but only if you have a C++ compiler!)
