Or does police HQ replace forbidden palace? If it doesn't, this means that communism can have the affect of 3 palace, so will it decrease corruption dramatically that it will reach the level of democracy?
So can someone tell me if they have try communism, is communism now a good idea for government (especially you have some control over another continent, build police HQ seems to be able to reduce the corruption in the new continent)?

Well in fact no one knows for sure because corruption is bugged, currently. The good new is that a beta-patch will be issued this very week, correcting this bug among others.
So now we'll be able to test if Communism with three palaces is worth more :)
IMHO, the SPHQ, acting as a third palace (it does not replace the Forbidden Palace) is more intended at being able to manage a biggest empire than to reduce corruption. So with it you can run a bigger empire than a demo, but not be as corruption-free.

It won't be noticeable in just the new continent. Corruption in communism is spread throughout all of your cities evenly (apart from courthouses which only affect the city that has one). So with the HQ that will reduce corruption in all cities.

It certainly helps get communism closer to the other governments. Whether or not it matches fully up to those governments (or is better) will come down to personal play styles and preferences.

Yeah, I'm not entirely sure how either the FP or SPH do anything for corruption, since I thought their main impact was geographical.

Anyway, it seems to me that, historically speaking, it's actually DEMOCRACIES that should have communal corruption, and it's the Communist governments that had massive problems the further you go from the capitol...

But surely you notice(d) how your income shoots up after you finish the FP, right? There is (was?) clearly some good aggregate effect going on that is not entirely geographical.

It's hard to really defend that rigorously. This seems to be more a function of government power in general than the particular form of government. I mean, Tito's Yugoslavia was a fine example of a communist government that kept solid control of the country, but Liberia and Afghanistan have representative governments!

I have had some very successful games with Communism in Conquests. I haven't really noticed the corruption factor, but then again, I usually dont pay much attention to my cities anyway. Communism does allow those little cities way off yonder to actually become productive, which is the overall goal for an empire with many smaller "colonies"

I go communist very often in Conquests. When I do, I also build the secret police. Even though coruption is buggie, the increased city limit helps.

The bad part is the micromanagement in communism. When you are making a buildings, you need extra citizens to be ngeneers, when you are making a military unit, you need them to be police offeicers. I play large maps so having 10 25+ cities that need to have their citizens redistributed every time they build something new gets old.
