Woes with rails and SAM sites

I may have found a couple of bugs - not sure - thoughts welcome.

Playing a large-map game, with only a few slight mods in the .BIC file. Basically, extended range for paratroopers and some slight defensive changes for Marines. A few extra city improvements decrease corruption, etc. Other than that, no changes.

I upgraded my normal Tanks to Modern Armor, and guess what? They don't traverse railroads like normal units do. Instead of just zipping along like my old tanks, its as if they are treating them as roads and not rails. :( Same for my Marines.

Any ideas? I double-checked the editor to make sure there wasn't some magic railroad flag that I accidentally turned off for Modern Tanks and Marines, but I didn't see anything.

Also - for some reason, some (most) of my cities cannot build SAM missile batteries. The city management screen shows me that I have access to aluminum as a strategic resource, and I have the requisite technology requirements (some cities have the option to build it), but the option to build it doesn't show up. Am I missing the obvious here?

You might want to post you Civ3mod.bic so that someone can take a look at them. There might just be something that you have missed. ;)
 
I beleived you have unchecked something down in the bottom left window there. I forget wht its called, but I think I did something similar once, If you click one item, it inchecks all the others, you must hold control to "add" or "subtract" an Item from that list. Characteristics or something.
 
That happens then you check "treat all terrain as road". Then unit move along railways as of common road.
 
Yes, it was the "all terrain as road" flag. Flipped it off, resaved, loaded the save game, good to go. :)

However, some of my cities still cannot build SAM batteries, even though they have access to aluminum. :(
